On June 16, 1970, the City Council of the City of Oxnard (the “City”) formed the Waterway Maintenance District (the “District”) pursuant to the provisions in the Improvement Act of 1911 (Streets and Highways Code section 5820 et. seq.) levied to finance capital costs, maintenance, and operation expenses
associated with, but not limited to: landscaping, sidewalks, streets, water, flood control, drainage systems, and vector control.
In October 1987, the City annexed parcels from Mandalay Bay Phase IV into the District (also known as Harbour Island). The City resolved to establish assessment zones as a result of the annexation, declaring existing parcels Zone 1 and the annexed parcels Zone 2.
